Alex Shoor, executive director of the pro-housing development organization Catalyze SV and a candidate for District 6 on the city’s western side, said he would like to see a rotating process where different parts of San Jose take on sanctioned encampments every two to five years.

“Ultimately, it has to be extremely well planned out,” he said. “We can’t have these areas become total lawlessness. We can’t have it become a place that no one would wish on anyone. Making sure we really invest in them is incredibly important. And using them as a stepping stone.”
